The Facilitators of the Quality of Life Fund:

As the oldest of Odessa’s children, he was very instrumental in the organization of the Odessa Chambliss Quality of Life Fund. Roy is the father of two adult daughters and a proud grandfather of two. He is a graduate of West Side High School in Newark, NJ and attended Jersey City University and UCLA to further his education. For 23 years Roy worked as a Professional Locomotive Engineer for the Transit Authority in New York City.

After relocating to Florida in 2005 he enrolled at Seminole Community College where he is presently taking courses to receive a Journeyman’s Certification (Electrical Engineer). It won’t take you long to find out that he is sincere and passionate about the Quality of Life Fund and its overall mission.

To relax in his spare time, Roy enjoys composing music and playing the keyboard and bass guitar as a hobby.

Today as an active mother of four adult children, a grandmother of eleven, she takes her role of parenting and grand parenting very seriously!

While being a caring and serene person, her commitment and devotion to volunteer projects is reflected in her past and current involvement with various organizations such as: The Orlando Chapter of the United Negro College Fund, Reading is Fundamental Program, Scholastic America, Ovarian Cancer Alliance of Orlando, The National Education Association, Florida Hospital’s Foundation Gala and Celebrity Stroll, Trey Whitfield Foundation Scholarship Fund, Orlando Minority Youth Golf Association affiliated with Meharry Medical College Scholarship Fund, Boys and Girls Club of Orlando, Mary McLeod Bethune Statue Project, President of My Sister/My Friend Inc., and is Southeast Director of The Odessa Chambliss Quality of Life Fund which is the fund established by her family to help raise monies for educational needs and nursing scholarships.

Lucille is certainly a positive individual and will always remind you of the fact that…GOD HAS THE MASTER PLAN!



Vivian Cutout small Vivian O'Neal Hailes, Southeast Director
Vivian is the third of Odessa’s children. She is married to Olander Hailes and is the mother of two sons and the grandmother of eight.

Vivian is a retiree from the Verizon Communications Company in the NJ/NY area where she was Executive Assistant to the Director of Wholesale Markets. She is currently employed by Florence School District Three as a Site Coordinator for the SC GEARUP program. She is also an Honor student at Florence Darlington Technical College, studying for a Degree in Human Services.

Vivian has a heart for young people, and it shows in her everyday life. She is a member of Wesley UMC in SC, where she is the Youth Sunday School Teacher, the Youth Bible School Teacher and is a member of the Youth Counseling Team. She is also a member of the Gospel Choir and the Voices of Inspiration and an Assistant Director for the Youth Choir.

Her favorite scripture is also “Trust in the Lord with all thine heart; and lean not unto thine own understanding. In all thy ways acknowledge him and he shall direct thy paths" Proverbs 3:5, 6.

Kia Cutout small Kia N Dixon, Secretary
Kia N Dixon is the oldest grandchild of Odessa Chambliss and the daughter of Roy O’Neal. She currently resides in New Jersey with her husband Terrance and two sons DeShawn and Taj. As Secretary of the Odessa Chambliss Quality of Life Fund, Kia works hard to maintain stability within the organization.

Kia is currently employed with Verizon Communications as a Network Technician and is currently attending DeVry University studying for her degree in Business Administration. When she is not working, attending school or being a loving wife and mother she likes to spend time pursuing her passion for restoration and interior decorating in the real estate arena.
